Where’s the “T” in Information Security?

Can someone help me understand why Information Security [IS] is in some verticals called IT Security? Where in the hell did the T come from? I am trying to figure this out. Seriously, when did we start putting a T in Information Security?
The greatest Nation in the world had a Security Czar that would finally get our Information Infrastructure in order… Do they have the power and resources to get the job done? I don’t think so….Now the news shows exactly that. Today it is announced that the Security Czar has stepped down because they have not the power to get this much required responsibility completed. Too much interference…other departments claiming ownership but not accountability. What will happen next? Need help in understanding how to take the “T” out of Information Security?
